Adding an element of motion to an image can give the viewer a sense of time and place. For this image, the photographer wanted the viewer to feel like they were waiting for the cross walk on a busy street. Allowing the the cars to blur lets us know that the traffic is moving fast. To achieve the effect, a relatively low shutter shutter speed was used with a numerically high aperture to compensate the exposure.
