Low lighting conditions present a challenge in photography.  It typically takes longer shutter speeds and requires tripods or other stabilizing devices to minimize blur from camera movement.  However, you can use the longer shutter speeds to your advantage in a technique called Light Tails, as seen here.  In this image the photographer used a tripod to steady the camera and a long exposure was used.  This created the characteristic streaking lights.  Light tails are a great way to add motion to a photograph.
