There are times when the photographer wants to capture action at the exact moment it is happening, with little to no blur.  This is especially true when working with wildlife or sports action.  To accomplish this, the photographer needs to use fast shutter speeds and compensate the exposure with ISO and/or aperture.  The above image is a great example of stopped action as it captures pelicans mid-dive while fishing.
